Amendments

These notes stay tied to the official amendment files and metadata from the legislature.

Amendment 1-0 to HB0577

Plain English: The amendment changes how Tennessee pays counties to house inmates by including those awaiting probation revocation hearings and setting new rules for contracts starting in 2025.

  • Changes the law so that counties get money from the state to house inmates who are waiting for a probation revocation hearing, not just parole revocation hearings.
  • Adds a new rule saying counties will receive subsidies from the date of conviction for housing state prisoners, including those awaiting probation revocation hearings.
  • The amendment includes specific rules about contracts that start or are renewed after July 1, 2025. It does not affect existing contracts before this date.
  • Some parts of the amendment might be hard to understand without knowing more details about current contracts and subsidy payments.
Amendment 2-0 to HB0577

Plain English: The amendment increases the daily fees charged to inmates in Tennessee state prisons.

  • Increases the fee from $3.00 per day to $6.00 per day for a certain group of inmates.
  • Raises the fee from $6.00 per day to $12.00 per day for another group of inmates.
  • The amendment does not specify which groups of inmates are affected by these changes.
Amendment 1-0 to SB0186

Plain English: The amendment changes Tennessee law by expanding the conditions under which counties receive subsidies for housing state prisoners and clarifies that these subsidies apply to both parole and probation revocation hearings.

  • Modifies Section 41-8-103(11) of the Tennessee Code Annotated to include 'probation revocation hearing' in addition to 'parole revocation hearing'.
  • Adds a new subsection (j) to Section 41-8-106, which requires counties to receive subsidies for housing state prisoners from the date of conviction and includes reimbursement for prisoners awaiting probation revocation hearings.
  • The amendment specifies that certain provisions apply only to contracts executed, renewed, or amended on or after July 1, 2025, which may limit its immediate impact.
Amendment 2-0 to SB0186

Plain English: The amendment increases the daily fees charged to inmates in Tennessee state prisons.

  • Increases the daily fee from $3.00 to $6.00 for certain types of inmate accounts.
  • Raises the daily fee from $6.00 to $12.00 for other specific inmate account categories.
