AN ACT to amend Tennessee Code Annotated, Title 15,
Chapter 2, relative to days of special observance.

WHEREAS, activated PI3K delta syndrome ("APDS") is a rare primary
immunodeficiency that affects approximately one to two people per million; and
WHEREAS, APDS is a genetic condition that occurs when there are variations to the
PIK3CD or PIK3R1 genes; and
WHEREAS, people with APDS may suffer from a wide variety of symptoms, the most
common being frequent and severe infections of the ears, sinuses, and upper and lower
respiratory tracts, with infections usually beginning in infancy; and
WHEREAS, people with APDS are susceptible to developmental delays, including
cognitive delays and growth delays; and
WHEREAS, people with APDS are also susceptible to enteropathy, swollen lymph
nodes or an enlarged spleen (splenomegaly) and autoimmune and inflammatory systems
issues, and may be at higher risk for cancers like lymphoma; and
WHEREAS, APDS has a median diagnostic delay of seven years; an accurate diagnosis
of APDS can be a relief for people who have been misdiagnosed or undiagnosed for years;
even those who are diagnosed earlier in infancy or childhood, and with the correct diagnosis,
more appropriate treatments can be started; and
WHEREAS, APDS can be definitively diagnosed by a genetic test, and it is
recommended that all family members of people who have been positively diagnosed with
APDS also be tested, since APDS is an inherited genetic condition; now, therefore,
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:

SECTION 1. Tennessee Code Annotated, Title 15, Chapter 2, is amended by adding
the following as a new section:
October 1 of every year is observed as "APDS Day," to raise awareness for
activated PI3K delta syndrome, and to bring attention to Tennesseans who are suffering
from this disease.
SECTION 2. This act takes effect upon becoming a law, the public welfare requiring it.
