ON MARCH 2, 2026, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 2077, AS AMENDED.

AMENDMENT #1 clarifies that the chair of the education committee of the senate and the chair of the education committee of the house of representatives can each assign a designee to serve on the review committee for the TISA in their place.

ON APRIL 2, 2026, THE HOUSE SUBSTITUTED SENATE BILL 2077 FOR HOUSE BILL 1735, ADOPTED AMENDMENT #2, AND PASSED SENATE BILL 2077, AS AMENDED.

AMENDMENT #2 authorizes the chairs of the house and senate education committees to designate persons to serve in their places on the TISA review committee. This amendment authorizes designees to serve as nonvoting members of the committee. This amendme
nt authorizes the committee to convene a meeting with a majority of all members present, including one or more designees, but a quorum of all voting members of the committee is required to transact any business requiring a formal vote of the committee.

AN ACT to amend Tennessee Code Annotated, Section
49-3-113, relative to designees.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
SECTION 1. Tennessee Code Annotated, Section 49-3-113, is amended by deleting the
first and second sentences of the section and substituting:
The state board shall establish a review committee for the TISA. The committee
must be composed of the executive director of the state board, or the executive
director's designee; the commissioner of education, or the commissioner's
designee; the commissioner of finance and administration, or the commissioner's
designee; the comptroller of the treasury, or the comptroller's designee; the
director of the Tennessee advisory commission on intergovernmental relations,
or the director's designee; the chair of the education committee of the senate; the
chair of the education committee of the house of representatives; and the director
of the office of legislative budget analysis, or the director's designee.
SECTION 2. This act takes effect upon becoming a law, the public welfare requiring it.
