Plain English Breakdown

The candidate explanation included details that were either unsupported or overly specific compared to the official bill summary and text.

School Bus Inspection and Service Life Extension Act

This act extends the service life of certain school buses used exclusively for transporting students to after-school programs and requires these buses to be inspected at least twice a year.

What This Bill Does

  • Extends the period during which conventional or Class D school buses can be in use from 18 years with no more than 200,000 miles to the later of 20 years or 300,000 miles if they are used exclusively for transporting students to after-school programs.
  • Removes the previous limit of 18 years for inspecting conventional and Class D school buses that have been in use for more than 15 years but less than 18 years.

Who It Names or Affects

  • School districts using older buses exclusively for transporting students to after-school programs.
  • The Tennessee Department of Safety, responsible for inspections.

Terms To Know

Class D school bus
A type of school bus used in Tennessee, typically smaller than conventional school buses.
In-service date
The date when a vehicle starts being used for its intended purpose.

Limits and Unknowns

  • Does not specify what happens if the older buses do not meet safety requirements.
  • It does not cover all types of school buses or their use beyond after-school programs.

Amendments

These notes stay tied to the official amendment files and metadata from the legislature.

Amendment 1-0 to HB1856

Plain English: The amendment allows school buses used exclusively for transporting students to after-school programs to be used until they are twenty years old or have traveled 300,000 miles, with certain conditions.

  • School buses that transport students only to after-school programs can now operate up to the later of 20 years from when the bus was first used or reaching 300,000 miles in travel.
  • After this period, the owner must stop using the bus by the end of the school year and either replace it or ensure it meets safety requirements for continued use during that final year.
  • The amendment requires detailed record-keeping to track when buses reach the specified age or mileage limit.
  • It is unclear how this change will affect overall bus maintenance and safety standards beyond the initial period.
Amendment 1-0 to SB1951

Plain English: The amendment allows school buses used exclusively for transporting students to after-school programs to be kept in service longer under certain conditions.

  • School buses that are only used to transport students to after-school programs can now stay in use until they reach the later of twenty years or three hundred thousand miles, as long as they meet safety requirements and get inspected twice a year if over fifteen years old.
  • The exact impact on school districts' budgets and bus maintenance schedules is not specified.
