ON MARCH 23, 2026, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 2361, AS AMENDED.

AMENDMENT #1 r
ewrites this bill to require
TACIR
, with the assistance of relevant state agencies,

to
conduct a comprehensive study on public school administered early childhood education programs in this state.
The full text of this amendment specifies six components that must be included in the study. This amendment requires
TACIR
to
submit its report and recommendations to the education committee of the senate and the committee of the house of representatives having jurisdiction over public school admi
nistered early childhood education programs no later than September 1, 2027.

AN ACT to amend Tennessee Code Annotated, Title 9 and
Title 49, relative to pre-kindergarten.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
SECTION 1. Tennessee Code Annotated, Section 49-6-108, is amended by deleting
subdivision (6) and substituting:
(6) Once every three (3) years, provide a report to the governor and general
assembly on the status of pre-kindergarten programs that includes, at a minimum, the
number, location, and types of providers of pre-kindergarten classrooms and the number
of at-risk children served. The report must be published on the department of education,
office of early learning's website.
SECTION 2. This act takes effect upon becoming a law, the public welfare requiring it.
