The "Neighborhood Preservation Act"
provides that the owner of residential rental property or residential property is required to maintain the exterior of such property and the lot on which the property is located at a level which is no less than the community standards of residential prope
rty in the area. It is prima facie evidence that the property is not maintained at such community standards if the owner of such property has been cited for three or more separate violations of local building and construction codes or property standards

Presently, the "Neighborhood Preservation Act" applies to Davidson County, Shelby County, Madison County, Knox County, Chattanooga, Cleveland, Oak Ridge, and Memphis. This bill adds Tipton County.

TENNESSEE LOCAL LAND BANK PROGRAM

The "Tennessee Local Land Bank Program" provides that certain local governments have the authority to create a corporation that is authorized to operate a land bank within the jurisdictional boundaries of the local government establishing the corporation
. At present, the list of such local governments includes Blount County, Davidson County, Hardeman County, Moore County, Sevier County, Trousdale County, Chattanooga, Cleveland, Clinton, East Ridge, Etowah, Johnson City, Kingsport, Knoxville, Lenoir City
,
Memphis, Mt. Juliet, Oak Ridge, Red Bank, Sevierville, Sweetwater, and Whitwell. This bill adds Tipton County.

ON APRIL 13, 2026, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 2367, AS AMENDED.

AMENDMENT #1 makes the following changes:



Adds Tipton County to the definition of a "local government" for the Tennessee Local Land Bank Program within present law.


Adds that the present law pertaining to the budgeting for a county mayor's office applies to all counties, except for Davidson and Shelby counties.

AN ACT to amend Tennessee Code Annotated, Title 5 and
Title 13, relative to counties.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
SECTION 1. Tennessee Code Annotated, Section 13-6-105, is amended by deleting the
language "and" after the semicolon in subdivision (3), and by adding the following new
subdivision (4) and redesignating the existing subdivision (4) accordingly:
(4) In any county having a population of not less than sixty thousand nine
hundred (60,900) and not more than sixty-one thousand (61,000), according to the 2020
federal census or a subsequent federal census; and
SECTION 2. Tennessee Code Annotated, Section 13-30-103(4), is amended by adding
the following new subdivision (H):
(H) Any county having a population of not less than sixty thousand nine hundred
(60,900) and not more than sixty-one thousand (61,000), according to the 2020 federal
census or a subsequent federal census;
SECTION 3. This act takes effect upon becoming a law, the public welfare requiring it.
