This bill changes the deadline from 30 to 45 days at the end of a fiscal year for municipalities to submit reports on economic development project costs and supporting documentation.

What This Bill Does

  • Changes the number of days a municipality has to send a report about an economic development project's cost, along with supporting documents certified by the chief financial officer, from 30 to 45 days before the fiscal year ends.

Who It Names or Affects

  • Municipalities in Tennessee that are requesting an allocation of sales and use taxes revenues for economic development projects and need to report costs.

Terms To Know

Fiscal Year
A period of one year used for budgeting and financial reporting by governments, usually starting July 1st and ending June 30th.
Chief Financial Officer (CFO)

Limits and Unknowns

  • Only affects municipalities that have economic development projects requiring such reports and requesting an allocation of sales and use taxes revenues.
  • Does not change other parts of the law related to economic development or tourism facilities.

Amendments

These notes stay tied to the official amendment files and metadata from the legislature.

Amendment 1-0 to HB0725

Plain English: The amendment changes specific time periods in Tennessee's economic development laws and adds new requirements for financial assistance to private projects.

  • Changes 'thirty-five-year' references to 'time' in several sections of the law.
  • Adds a requirement that private developers must invest at least $2 million in their projects starting July 1, 2026.
  • Modifies how sales and use tax is allocated for economic development projects over specific time periods.
  • The amendment text does not provide clear details on the exact nature of 'time' mentioned instead of 'thirty-five-year'.
  • Some sections are amended but do not specify what changes exactly, making it hard to understand their full impact without additional context.
Amendment 1-0 to SB0815

Plain English: The amendment sets a specific deadline of May 1, 2027 for completing certain economic development and tourism projects in cities with specific population ranges within counties that meet certain population criteria.

  • Adds a new section to Tennessee Code Annotated, Title 7, Chapter 40, setting a completion deadline of May 1, 2027 for economic development and extraordinary retail or tourism facility projects in specified cities.
  • The amendment text does not specify the exact impact on cities that do not meet the population criteria.
  • It is unclear how this new section will interact with existing deadlines for these types of projects.
Amendment 2-0 to SB0815

Plain English: The amendment changes the deadline for investment periods for certain projects in specific cities based on population size.

  • Projects in cities with a population between 27,140 and 27,150 or between 55,440 and 55,450 that are located in counties with a population of 158,100 to 158,200 must complete their investment period by May 1, 2027.
  • The amendment only applies to specific cities and counties based on precise population ranges from the 2020 federal census or any subsequent census.
  • It is unclear how many cities and counties meet these exact criteria.
