Plain English Breakdown

The bill summary does not provide specific details about what happens after a student completes training, and it is unclear if other professions will adopt similar requirements.

Boards and Commissions

This bill requires professional licensing boards in Tennessee to use student identification numbers instead of social security numbers when tracking instructional hours for cosmetology and barbering students.

What This Bill Does

  • Requires the state board of cosmetology and barber examiners to create a unique student ID number for each applicant who is accumulating training hours.
  • Prohibits using a student's Social Security Number as an identifier on public documents or reports.
  • Applies this requirement to various professional licensing processes, including applications for certificates and examinations.

Who It Names or Affects

  • Students applying for cosmetology and barbering licenses in Tennessee
  • Professional licensing boards overseeing cosmetology and barbering programs

Terms To Know

Student Identification Number (SID)
A unique number assigned to each student by the professional licensing board, used instead of a Social Security Number for tracking training hours.

Limits and Unknowns

  • The bill does not specify how long the student identification numbers must be kept or what happens after students complete their training.
  • It is unclear if other professions besides cosmetology and barbering will adopt similar requirements in the future.

Amendments

These notes stay tied to the official amendment files and metadata from the legislature.

Amendment 1-0 to SB1800

Plain English: The amendment requires barber schools, cosmetology schools, and instructor training programs to use student identification numbers instead of social security numbers when reporting instructional hours for licensing purposes.

  • Barber schools and colleges must use a unique student ID number instead of the student's Social Security Number (SSN) on hourly report forms until the student is ready to take an exam or receive certification.
  • Cosmetology schools are required to use a student identification number for reporting instructional hours, replacing the need for SSNs on these reports.
  • Training programs for barber instructors must also use student ID numbers instead of SSNs when submitting biennial reports.
  • The amendment does not specify how schools will generate or manage these unique identification numbers.
