Present law creates the Tennessee sports hall of fame board ("board") and requires the board to elect from its members a chair, vice chair, and other officers, and establish an executive committee to be composed of seven members, with two representing ea
ch grand division of this state. This bill, instead, requires the board to elect an executive committee composed of six members including the commissioner of tourist development, the chair and vice chair of the board, and one member representing each gra

division of this state.

BOARD DUTIES

Present law provides the duties of the board. This bill expands those duties by requiring the board to direct the mission of the Tennessee sports hall of fame by setting strategic direction and overseeing financial stability.

PERSONNEL PERFORMANCE REVIEW

Present law provides that the sports hall of fame's personnel are subject to an annual performance review by the commissioner of tourist development. This bill clarifies that the performance review may be completed by the commissioner of tourist develop
ment or the personnel's direct supervisor.

PLAN OF OPERATION

Present law requires the board to submit a plan for operation of the Tennessee sports hall of fame to the commissioner of tourist development 90 days prior to the start of each state fiscal year. This bill, instead, requires the plan to be submitted to
the commissioner of tourist development at least 90 days before the beginning of each calendar year.

ON MARCH 16, 2026, THE HOUSE SUBSTITUTED SENATE BILL 1886 FOR HOUSE BILL 2546, ADOPTED AMENDMENT #1, AND PASSED SENATE BILL 1886, AS AMENDED.

AMENDMENT #1 clarifies that the Tennessee sports hall of fame board must elect a chair, vice chair, and any other officers deemed necessary and the executive committee at the first meeting held every two years, rather than every year.

AN ACT to amend Tennessee Code Annotated, Title 4,
Chapter 3, Part 54, relative to the Tennessee
Sports Hall of Fame Act of 2019.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
SECTION 1. Tennessee Code Annotated, Section 4-3-5404(d)(2), is amended by
deleting the subdivision and substituting:
(2)
(A) An executive committee composed of six (6) members, including the:
(i) Commissioner;
(ii) Chair of the board;
(iii) Vice chair of the board; and
(iv) One (1) member representing each grand division of this
state.
(B) The commissioner shall serve as chair of the executive committee.
SECTION 2. Tennessee Code Annotated, Section 4-3-5404(i), is amended by deleting
the last sentence of the subsection and substituting:
The hall of fame's personnel are subject to an annual performance review by the
commissioner or a direct supervisor of such personnel. Upon completion of the review,
findings shall be presented to the board.
SECTION 3. Tennessee Code Annotated, Section 4-3-5405(a), is amended by adding
the following as a new subdivision:
Direct the mission of the hall of fame, including setting strategic direction and
overseeing financial stability and resources;

SECTION 4. Tennessee Code Annotated, Section 4-3-5405(b)(1), is amended by
deleting the first sentence in the subdivision and substituting:
At least ninety (90) days prior to the beginning of each calendar year, the board
shall submit a plan for operation to the commissioner for review and approval.
SECTION 5. This act takes effect upon becoming a law, the public welfare requiring it.
