AN ACT to amend Chapter 553 of the Acts of 1903; and any other
acts amendatory thereto, relative to funding road and
street maintenance within the City of Tullahoma.

SECTION 1. Chapter 553 of the Acts of 1903, and any other acts amendatory thereto, is
amended by adding the following new section:
Sec. 34. Funding of city roads and streets. Beginning with the fiscal year
2025-2026, three and eight tenths percent (3.8%) of each annual operating budget shall
be appropriated for expenditures devoted to the maintenance of streets and roads within
the city limits of the City of Tullahoma, Tennessee, but in no event less than one million
five hundred thousand dollars ($1,500,000) shall be appropriated therefor annually.
SECTION 2. If any provision of this act or the application thereof to any person or
circumstance is held invalid, such invalidity shall not affect other provisions or applications of the
act which can be given effect without the invalid provision or application, and to that end the
provisions of this act are declared to be severable.
SECTION 3. This act shall have no effect unless it is approved by a two-thirds (2/3) vote
of the legislative body of the City of Tullahoma. Its approval or nonapproval shall be proclaimed
by the presiding officer of the legislative body and certified to the secretary of state.
SECTION 4. For the purpose of approving or rejecting the provisions of this act, it shall
be effective upon becoming a law, the public welfare requiring it. For all other purposes, it shall
become effective as provided in Section 3.
