most recent certified county property tax rolls
; or

(2)

if the district levies an assessment and does not

levy an ad valorem or sales tax, at least a majority of the assessed

value of the property subject to assessment by the district based on

the most recent certified county property tax rolls
.

(b)

In all areas of conflict the provisions of this section

take precedence over a special law governing a district.

SECTION 2. Section 68.352(b), Water Code, is amended to

read as follows:

(b) A district may be dissolved as provided by Section

must be filed by the owners of at least two-thirds of the assessed

value of the property subject to assessment or taxation by the

.

SECTION 3. The changes in law made by this Act apply only to

a petition described by Section 375.262, Local Government Code,
