A BILL TO BE ENTITLED

AN ACT

relating to requiring political subdivisions to provide funding for

communications from opponents of bond measures of the political

subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. Chapter 140, Local Government Code, is amended

by adding Section 140.014 to read as follows:

140.014.

EQUAL FUNDING TO BOND MEASURE OPPONENTS. (a)

To support the state purpose of ensuring fair and honest elections,

a political subdivision that spends or authorizes the spending of

public money for a communication that factually describes the

purposes of a bond measure shall provide upon request an equal

amount of money to a person who opposes the adoption of the bond

measure to fund a communication that factually describes the

purposes of the bond measure.

(b)

Money provided under this section continues to be public

money and the use of money received under this section is governed

by Sections 255.003(a), (b), and (b-1), Election Code, as if the

person who receives the money were an officer or employee of a

political subdivision.

SECTION 2. This Act takes effect September 1, 2025.
