A BILL TO BE ENTITLED

AN ACT

relating to a study to review the animal friendly account.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. (a) In this Act:

(1) "Animal friendly account" means the account

described by Section 828.014, Health and Safety Code.

(2) "Department" means the Department of State Health

Services.

(b) The department, in collaboration with the Texas Humane

Legislation Network, shall conduct a study on the process for

awarding to an organization a grant from the animal friendly

account.

(c) In conducting the study described by Subsection (b) of

this section, the department, in collaboration with the Texas

Humane Legislation Network, shall:

(1) analyze the impact of grants awarded from the

animal friendly account on the sterilization of animals owned by

members of the general public;

(2) evaluate methods to improve the process for

applying for a grant from the animal friendly account;

(3) determine methods of streamlining the reporting

process for use of grant money awarded from the animal friendly

account;

(4) assess ways for the department to increase

awareness of the grant awards available from the animal friendly

account;

(5) solicit comments from individuals who were awarded

a grant from the animal friendly account regarding ideas for

improving the processes described by Subdivisions (2) and (3) of

this subsection; and

(6) collaborate with any other state and local

agencies as the department determines to be relevant.

(d) Not later than September 1, 2026, the department shall

prepare and submit to the legislature a written report that

includes:

(1) a summary of the results of the study conducted

under this section; and

(2) any recommendations for legislative or other

action.

(e) This Act expires September 1, 2027.

SECTION 2. This Act takes effect September 1, 2025.
