A BILL TO BE ENTITLED

AN ACT

relating to reports by certain public institutions of higher

education on fraud, waste, and abuse involving state resources.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. Subchapter Z, Chapter 51, Education Code, is

amended by adding Section 51.9762 to read as follows:

Sec.

51.9762.

FRAUD, WASTE, AND ABUSE REPORTING. (a) In

this section, "institution of higher education" has the meaning

assigned by Section 61.003.

(b)

An institution of higher education that maintains a

system for reporting suspected fraud, waste, and abuse involving

state resources at the institution shall submit each report

received under the system to the state auditor's office not later

than the second business day after the date the institution

receives the report.

SECTION 2. This Act takes effect immediately if it receives

a vote of two-thirds of all the members elected to each house, as

provided by Section 39, Article III, Texas Constitution. If this

Act does not receive the vote necessary for immediate effect, this

Act takes effect September 1, 2025.
