A BILL TO BE ENTITLED

AN ACT

relating to notices of appeals for matters within the exclusive

intermediate appellate jurisdiction of the Court of Appeals for the

Fifteenth Court of Appeals District.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. Section 22.220, Government Code, is amended by

adding Subsection (e) to read as follows:

(e)

A party may not file a notice of appeal in a civil case

requesting assignment of the appeal to the Court of Appeals for the

Fifteenth Court of Appeals District unless the notice includes a

matter arising out of or related to the case that is within the

court's exclusive intermediate appellate jurisdiction.

SECTION 2. The change in law made by this Act applies only

to a notice of appeal filed on or after the effective date of this

Act. A notice of appeal filed before the effective date of this Act

is governed by the law in effect on the date the notice was filed,

and the former law is continued in effect for that purpose.

SECTION 3. This Act takes effect immediately if it receives

a vote of two-thirds of all the members elected to each house, as

provided by Section 39, Article III, Texas Constitution. If this

Act does not receive the vote necessary for immediate effect, this

Act takes effect September 1, 2025.
