H.C.R. No. 133

HOUSE CONCURRENT RESOLUTION

WHEREAS, Dudley Speed retired from the Texas Division of

Emergency Management in 2025, drawing to a close a distinguished

career in public service that spanned 50 years; and

WHEREAS, "Dude" Speed began his tenure with the State of

Texas in February 1975, when he joined the Department of Public

Safety; working for the agency for three decades, he served in the

highway patrol and criminal intelligence divisions; and

WHEREAS, After retiring from DPS, Mr. Speed accepted a

position with TDEM as the Midland senior liaison officer; in this

role, he supported the development and implementation of local

emergency management programs and provided assistance to program

staff, governmental agencies, and community organizations; and

WHEREAS, Through his hard work, dedication, and

professionalism, Dude Speed has greatly benefited his fellow Texans

and earned the respect and admiration of his peers, and he may

indeed reflect with pride on a career well spent as he embarks on

the next exciting chapter of his life; now, therefore, be it

RESOLVED, That the 89th Legislature of the State of Texas

hereby congratulate Dudley Speed on his retirement from the Texas

Division of Emergency Management and extend to him sincere best

wishes for the future; and, be it further

RESOLVED, That an official copy of this resolution be

prepared for Mr. Speed as an expression of high regard by the Texas

House of Representatives and Senate.
