H.C.R. No. 155

HOUSE CONCURRENT RESOLUTION

WHEREAS, The city of San Antonio shares a proud bond with the

military that has spanned more than three centuries, and the city's

enduring links to the United States armed forces are central to its

culture and economy; and

WHEREAS, Dating back to the establishment of San Antonio de

Béxar Presidio in 1718, the city has been home to a consistent

military presence; San Antonio's development into an important

center for the U.S. service branches dates to the early 1900s, when

Fort Sam Houston became a major site for training and operations;

today, San Antonio has one of the highest concentrations of

military bases in the United States; and

WHEREAS, Joint Base San Antonio, the largest base within the

U.S. Department of Defense, is a consolidation of Fort Sam Houston,

Camp Bullis, Lackland Air Force Base, and Randolph Air Force Base;

serving as a hub for training, innovation, and support, JBSA

employs more than 100,000 people and contributes $53.2 billion to

the state's economy annually; moreover, Fort Sam Houston includes

Brooke Army Medical Center, the DOD's largest medical center and

only Level I Trauma Center; and

WHEREAS, With one of the nation's largest active and retired

military populations, San Antonio offers a wealth of resources to

support this community, including education and job training

initiatives and a vast network of health care services; in

addition, the city's culture of military appreciation is reflected

in the myriad events it hosts in honor of the men and women who

serve, including elaborate ceremonies on Veterans Day and Memorial

Day and parades and activities during Fiesta San Antonio; moreover,

the city features a number of museums and sites that enable visitors

to better appreciate the rich history of the military in San

Antonio, including the U.S. Army Medical Department Museum and the

Fort Sam Houston Museum and Quadrangle; and

WHEREAS, The City of San Antonio has demonstrated tangible

support for the military by securing and investing over

$115 million in grants for infrastructure, force protection,

resiliency, family and veteran employment, and aviation safety; in

addition, the city has worked closely with members of the Texas

Legislature to advocate for enhanced protection for San Antonio's

military installations; and

WHEREAS, Through its steadfast commitment to supporting the

U.S. armed forces and the active duty service members and veterans

who have carried out its vital mission, San Antonio has long been

known as Military City USA, and it is indeed fitting that the city

be officially accorded this same title for the State of Texas; now,

therefore, be it

RESOLVED, That the 89th Legislature of the State of Texas

hereby designate San Antonio as Military City Texas; and, be it

further

RESOLVED, That, in accordance with the provisions of Section

391.003(e), Government Code, this designation remain in effect

until the 10th anniversary of the date this resolution is finally

passed by the legislature.
