H.R. No. 1045
R E S O L U T I O N
WHEREAS, Cynthia Bailey of Houston has been named a recipient
of the 2025 Outstanding Texan Award by the Texas Legislative Black
Caucus; and
WHEREAS, Born in the Bayou City, Ms. Bailey is a lifelong
resident of the Settegast neighborhood in northeast Houston; her
mother, Justine Bailey, instilled in her a strong sense of civic
responsibility, and she has since dedicated herself to making a
positive difference in the world around her; in 1996, she
established Sure Thing as a haven for youngsters in one of the
city's most underserved communities; and
WHEREAS, Today, Ms. Bailey continues to lead the nonprofit as
executive director; now known as Impacting Houston, it has evolved
into a holistic, family-driven organization offering overall
enrichment and a variety of initiatives for at-risk youth,
including after-school programming, leadership training, health
workshops, educational field trips, cultural outings, and
team-building activities; among many events, it sponsors youth
summits, basketball tournaments, town hall meetings, voter
registration drives, and an annual road trip to colleges and
universities; and
WHEREAS, A highly engaged citizen, Ms. Bailey has further
benefited her fellow Texans through her strong advocacy for voting
rights; she encourages others to make their voices heard, and she
sets an example by assisting elected officials in their endeavors;
she is also employed as a City of Houston supervisor, and she is
known for the care and dedication she has demonstrated in the
management of her staff; and
WHEREAS, Through her long record of service in behalf of
Houston's most vulnerable, Cynthia Bailey has made a lasting,
positive difference, and her contributions are truly worthy of
special recognition; now, therefore, be it
RESOLVED, That the House of Representatives of the 89th Texas
Legislature hereby congratulate Cynthia Bailey on her receipt of a
2025 Outstanding Texan Award from the Texas Legislative Black
Caucus and extend to her sincere best wishes for the future; and, be
it further
RESOLVED, That an official copy of this resolution be
prepared for Ms. Bailey as an expression of high regard by the Texas
House of Representatives.
