H.R. No. 1080
R E S O L U T I O N
WHEREAS, Dr. Sylvia Rios is retiring as superintendent of the
Laredo Independent School District in 2025, drawing to a close an
exemplary career in education spanning nearly five decades; and
WHEREAS, Dr. Rios first joined Laredo ISD in 2001 as
principal of Joseph W. Nixon High School, and under her direction,
the campus was the first in the district to receive a "Recognized"
rating from the Texas Education Agency; she went on to become the
district's chief academic officer, and in 2017, she was unanimously
voted superintendent of LISD, which at the time served
approximately 24,000 students across 34 campuses; and
WHEREAS, Over the course of her distinguished tenure as
superintendent, Dr. Rios has placed a special emphasis on preparing
students for life after graduation; she has overseen
dual-enrollment programs and early college designations and
expanded opportunities for career certification and military
readiness; moreover, $152 million in bond-funded construction and
renovation projects have taken place during her term, resulting in
new schools, refurbished vocational facilities, and upgraded
administrative spaces; and
WHEREAS, Dr. Rios's dedicated efforts have helped Laredo ISD
earn a number of prestigious national and state awards; under her
leadership, its campuses have received a total of 11 National Blue
Ribbon School titles, making the district one of the most
recognized in the region; in addition, LISD has maintained its
22-year streak of earning "Superior" financial ratings from TEA;
and
WHEREAS, Dr. Rios holds bachelor's and master's degrees from
Texas A&M University in Kingsville and a doctoral degree in
curriculum and instruction from Texas A&M in College Station; she
began her career in 1977 as a teacher at her alma mater,
Hebbronville High School in Jim Hogg County ISD, and she went on to
serve as the school's principal and the district's curriculum and
assessment director; and
WHEREAS, Through her vision, expertise, and dedication,
Sylvia Rios has helped countless young Texans acquire the knowledge
and skills necessary to succeed, and her contributions will be
remembered and appreciated for years to come; now, therefore, be it
RESOLVED, That the House of Representatives of the 89th Texas
Legislature hereby congratulate Dr. Sylvia Rios on her retirement
as superintendent of the Laredo Independent School District and
extend to her sincere best wishes for the future; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Dr. Rios as an expression of high regard by the Texas
House of Representatives.
