H.R. No. 1085

R E S O L U T I O N

WHEREAS, The National Conference of State Legislatures is

celebrating the 50th anniversary of its founding in 2025; and

WHEREAS, Established in 1975, the National Conference of

State Legislatures has evolved over the past half-century to become

the premier organization dedicated to serving state and territorial

legislators and legislative staff; it was created from the merger

of three organizations, each committed to the idea that legislative

service is one of democracy's worthiest pursuits; and

WHEREAS, NCSL is a bipartisan organization with the threefold

mission to advance the effectiveness, independence, and integrity

of state legislatures, to foster interstate communication and

cooperation, and to ensure states have a strong, cohesive voice at

the federal level; and

WHEREAS, Our nation's state legislatures are America's

laboratories of democracy, and they have continually shown that

they are the bodies best equipped to tackle emerging challenges

impacting their citizens; moreover, they serve as forums where

representatives from different backgrounds and communities can

come together and find common ground for the benefit of their

constituents; and

WHEREAS, NCSL has facilitated the exchange of ideas, provided

critical research and information, and encouraged a rigorous review

of complex issues confronting our communities, states, and nation,

and it has further worked to strengthen relations between America's

state legislatures and the international community; and

WHEREAS, For 50 years, the National Conference of State

Legislatures has empowered state lawmakers to advocate for their

interests and the interests of those they serve, and its members

have contributed greatly to the State of Texas through their

tireless work to maintain responsible and effective governance;

now, therefore, be it

RESOLVED, That the House of Representatives of the 89th Texas

Legislature hereby commemorate the 50th anniversary of the National

Conference of State Legislatures and commend the organization for

its outstanding leadership in supporting and advancing the role of

state legislatures; and, be it further

RESOLVED, That an official copy of this resolution be

prepared for NCSL as an expression of high regard by the Texas House

of Representatives.
