H.R. No. 1091

R E S O L U T I O N

WHEREAS, March4Water Month, an initiative to raise awareness

of the importance of water resources, is taking place in March

2025; and

WHEREAS, Water is essential for sustaining life, promoting

public health, and ensuring economic prosperity; nationwide, 2.2

million Americans lack access to safe water and sanitation, and

this is due in part to the 6 to 10 million lead service lines that

remain in use across the United States, many of which are in

underserved communities; and

WHEREAS, Texas has faced ongoing challenges related to water,

including droughts, infrastructure needs, and scarcity and quality

issues; combined with increasingly severe weather events, aging

infrastructure also poses significant risks to our water systems;

and

WHEREAS, The month of March encompasses two global

observances focused on water resources; World Plumbing Day, which

is celebrated on March 11, highlights the critical role that

plumbing technology plays in protecting public health and

increasing access to clean water and sanitation; on March 22, the

observance of World Water Day serves to promote the sustainable

management of freshwater resources worldwide; and

WHEREAS, March4Water Month provides an opportunity to

educate the public about water conservation; in addition, it

spotlights efforts to increase access to safe drinking water and to

advance water infrastructure and sustainability; and

WHEREAS, The International Association of Plumbing and

Mechanical Officials has helped to enhance safe and sustainable

water systems through the development of standards and codes,

education, and advocacy efforts; and

WHEREAS, Community engagement and education are crucial to

fostering responsible water stewardship and innovative solutions

to water-related challenges, and those who are taking part in

March4Water Month are helping to make a meaningful difference in

their communities; now, therefore, be it

RESOLVED, That the House of Representatives of the 89th Texas

Legislature hereby recognize March 2025 as March4Water Month and

encourage all Texans to learn more about water conservation.
