H.R. No. 1151

R E S O L U T I O N

WHEREAS, Walter Miller is retiring as the Place 1 alderman

for the Town of Horizon City in May 2025; and

WHEREAS, A devoted public servant, Mr. Miller has given

generously of his time to benefit the residents of Horizon City

since 1998; he served as a member of the town's board of adjustment,

and he began his distinguished tenure on the Horizon City Council in

2000; elected mayor in 2007, he remained in that office for eight

years before becoming the Place 1 alderman; and

WHEREAS, Mr. Miller has further contributed to the broader

El Paso community by serving as a board member for the East Campus

of The Hospitals of Providence, the Rio Grande Council of

Governments, and the El Paso Central Appraisal District; moreover,

he chaired the El Paso Metropolitan Planning Organization, and he

worked to strengthen partnerships between local government and

businesses when he led the governmental relations executive

committee of the Greater El Paso Chamber of Commerce; and

WHEREAS, Mr. Miller earned a bachelor's degree in

agricultural economics from Texas A&M University in 1977; he has

worked for more than three decades as an environmental consultant,

most recently as the manager of client development services and

environmental services for Terracon Consultants, Inc.; and

WHEREAS, Through his dedication, expertise, and leadership,

Walter Miller has greatly benefited the citizens of Horizon City,

and he may indeed reflect with pride on a job well done as he embarks

on the next exciting chapter of his life; now, therefore, be it

RESOLVED, That the House of Representatives of the 89th Texas

Legislature hereby congratulate Walter Miller on his retirement

from the Horizon City Council and extend to him sincere best wishes

for continued happiness; and, be it further

RESOLVED, That an official copy of this resolution be

prepared for Mr. Miller as an expression of high regard by the Texas

House of Representatives.
