R E S O L U T I O N

WHEREAS, Officer Dominique Akins of the Allen Police

Department has received a 2025 State of Texas Law Enforcement

Achievement Award for Valor from the Texas Commission on Law

Enforcement; and

WHEREAS, Established in 1989, the annual Law Enforcement

Achievement Awards are presented to peace officers, law enforcement

officers, jailers, and telecommunicators who are licensed by TCOLE

and who have gone above and beyond the call of duty through acts of

professional achievement, public service, or valor; Officer Akins

has been selected for a valor award in recognition of his heroic

actions during an active shooter incident that occurred on

May 6, 2023; and

WHEREAS, On that afternoon, a gunman opened fire at Allen

Premium Outlets, killing eight people and wounding at least seven

others; Officer Akins was on-site when the shooting began, and he

immediately armed himself and joined other officers at the scene;

within four minutes of the attack's start, he spotted the gunman and

fired three shots, successfully killing him and preventing further

bloodshed; it was later discovered that the gunman had more than 500

rounds left in his car; and

WHEREAS, The bravery, skill, and swift response of Officer

Dominique Akins brought a horrific event to a decisive end, and he

is truly deserving of this prestigious award as one who embodies the

highest ideals of the law enforcement profession; now, therefore,

be it

RESOLVED, That the House of Representatives of the 89th Texas

Legislature hereby congratulate Officer Dominique Akins on his

receipt of a 2025 State of Texas Law Enforcement Achievement Award

for Valor and extend to him sincere best wishes for continued

success with his important work; and, be it further

RESOLVED, That an official copy of this resolution be

prepared for Officer Akins as an expression of high regard by the

Texas House of Representatives.
