H.R. No. 771

R E S O L U T I O N

WHEREAS, Richard Lee Pace has been named a recipient of the

2025 Outstanding Texan Award for House District 111 by the Texas

Legislative Black Caucus; and

WHEREAS, A graduate of the University of North Texas,

Mr. Pace worked for the Dallas Police Department for 23 years,

joining as an officer in 1983 before moving to the SWAT operations

unit; over the course of his tenure, he became recognized for his

athletic ability, and in 2011, he was inducted into the Texas Police

Athletic Federation Hall of Fame; and

WHEREAS, In 1986, Mr. Pace concurrently embarked on his

second career as a home builder and developer; he has helped to

revitalize such South Dallas areas as Kilburn Avenue, Marjorie

Avenue, and C. L. Veasey Boulevard, and he also coauthored the book

Build Your Dream Home from Start to Finish
; dedicated to giving back

to his community, he is currently constructing an affordable

housing development for homeless veterans; and

WHEREAS, Through his public service and his purposeful

endeavors, Richard Pace has demonstrated a lasting commitment to

making the city of Dallas a better place for all, and he is indeed

deserving of this prestigious honor; now, therefore, be it

RESOLVED, That the House of Representatives of the 89th Texas

Legislature hereby congratulate Richard Lee Pace on his receipt of

a 2025 Outstanding Texan Award from the Texas Legislative Black

Caucus and extend to him sincere best wishes for continued success

with his important work; and, be it further

RESOLVED, That an official copy of this resolution be

prepared for Mr. Pace as an expression of high regard by the Texas

House of Representatives.
