A BILL TO BE ENTITLED

AN ACT

relating to the selection, prioritization, construction, and

funding of transportation projects.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. Section 201.609, Transportation Code, is amended

to read as follows:

Sec. 201.609. NOTICE TO LEGISLATORS OF
CERTAIN ACTIONS

[
COMPLETED PROJECTS
]. [
(a)
] Not later than the 10th day
after the

date a major road project is selected for funding or the 10th day

before the date on which a major road project is scheduled for

completion,
as applicable,
the department shall provide notice [
of

the location and completion date of the road project
] to each member

of the legislature who represents the county in which the road

project is located
of:

(1) the selection of the road project for funding; or

(2) the completion of the project
[
and who wants to

receive the notice
].

(b)

The department shall ask each legislator whether the

legislator wants to receive notices under this section.
]

SECTION 2. Section 201.991(a), Transportation Code, is

amended to read as follows:

(a) The department shall develop a unified transportation

program covering a period of 10 years to guide the development of

and authorize construction of transportation projects. The

program must:

(1) annually identify target funding levels; [
and
]

(2) list all projects that the department intends to

develop or begin construction of during the program period
; and

(3)

identify and prioritize transportation projects

that:

(A)

are required to maintain the state

infrastructure; or

(B) would improve the state infrastructure
.

SECTION 3. In selecting and prioritizing transportation

projects, the Texas Department of Transportation shall:

(1) develop a plan, conduct an environmental review,

and propose a design for:

(A) the reconstruction of Broadway Street in San

Antonio between its intersections with East Houston Street and Burr

Road;

(B) the reconstruction of Hildebrand Avenue in

San Antonio between its intersections between North New Braunfels

Avenue and the San Antonio River;

(C) the construction of State Highway 32 between

State Highway 4 and U.S. Highways 77 and 83 in Cameron County;

(D) the improvement and extension of Cistercian

Road between State Highway 114 and Northgate Drive in Dallas

County;

(E) the improvement and extension of Stewart Road

from U.S. Highway 77 to Frontier Parkway in Denton County;

(F) the improvement of Fishtrap Road between its

intersections with U.S. Highway 377 and Brewer Road in Denton

County;

(G) the improvement of Rockhill Road and Arvin

Hill Road between the intersection of Rockhill Road and the Union

Pacific Railroad tracks and the intersection of Arvin Hill Road and

Red Mesa Trail in Denton County;

(H) the construction of a bridge in Harris County

crossing the railroad tracks at the intersection of Little York

Road and Hirsch Road to provide rail-roadway grade separation;

(I) the construction of a bridge in Harris County

crossing the railroad tracks at the intersection of Tidwell Road

and Hirsch Road to provide rail-roadway grade separation;

(J) the reconstruction of State Highway 225

between its intersection with Interstate Highway 610 and Red Bluff

Road in Harris County;

(K) the construction of connectors between State

Highway 225 and State Highway 8 in Harris County;

(L) the reconstruction of Broadway Street

between its intersection with Interstate Highway 45 and State

Highway 225 in Harris County;

(M) the construction of a sound barrier along the

eastern side of State Highway 146 between McCabe Road and Wharton

Weems Boulevard in Harris County;

(N) the expansion of State Highway 57 between the

City of Eagle Pass and Interstate Highway 35 in Frio, Maverick, and

Zavala Counties;

(O) the construction of an interchange at the

northern intersection of State Highway 349 and Business State

Highway 349-C in Martin County;

(P) the improvement and expansion of State

Highway 349 from its intersection with Business State Highway 349-C

in Martin County to its intersection with Farm-to-Market Road 1788

in Midland County;

(Q) the construction of an interchange at the

intersection of State Highway 349 and Farm-to-Market Road 1788 in

Midland County;

(R) the construction of an interchange at the

intersection of State Highway Loop 250 and Todd Road in Midland

County; and

(S) the improvement of Farm-to-Market Road 1660

between its intersections with Orgain Street and U.S. Highway 79 in

Williamson County;

(2) construct the projects described by Subdivision

(1) of this section; and

(3) ensure that a route in the state highway system,

including Farm-to-Market Roads 1021 and 1472, between Eagle Pass

and Laredo is sufficiently maintained.

SECTION 4. This Act takes effect September 1, 2025.
