SENATE RESOLUTION NO. 408

WHEREAS, The Senate of the State of Texas is pleased to

welcome members of the Blazing Southwest Region of Delta Sigma

Theta Sorority, Incorporated, who are convening on April 14,

2025, to celebrate Red and White Day at the State Capitol; and

WHEREAS, Founded on the campus of Howard University in

1913, Delta Sigma Theta Sorority is one of the largest sororities

in the United States and includes more than 350,000 initiated

members and nearly 1,000 alumnae chapters; for more than a

century, the sorority has upheld its mission to promote academic

excellence, improve communities, support the underserved, and

encourage civic and political awareness and participation in the

establishment of sound public policy; and

WHEREAS, The Blazing Southwest Region of Delta Sigma Theta

was sanctioned in 1932 and comprises 142 chapters located in four

states and on one island; the region represents 25,000 sorority

members and is home to four of the sorority's beloved founding

members: Myra Lillian Davis-Hemmings of Gonzales, Zephyr Chisom

Carter of El Paso, Jessie McGuire Dent of Galveston, and

Frederica Chase Dodd of Dallas; and

WHEREAS, Red and White Day at the Capitol presents a

valuable opportunity for Delta Sigma Theta members to engage with

state legislators; this year's delegation will address such

relevant issues as health equity, economic equity, civic

justice, voting rights, and women's rights, and participants

will have the opportunity to benefit from legislative briefings,

issue forums, and advocacy training; and

WHEREAS, The women of Delta Sigma Theta have done much to

enrich the state and the nation through their exemplary civic

service and their enduring commitment to create positive change

in their communities, and it is indeed fitting that they receive

special recognition on their outstanding achievements and their

many contributions to the Lone Star State; now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 89th

Legislature, hereby recognize April 14, 2025, as Red and White

Day at the Capitol and extend to the members of the Blazing

Southwest Region of Delta Sigma Theta Sorority best wishes for a

memorable and rewarding day in Austin; and, be it further

RESOLVED, That a copy of this Resolution be prepared in

honor of this special occasion.
