SENATE RESOLUTION NO. 429

WHEREAS, Rett Syndrome Awareness Month is being observed

in October 2025 to promote better understanding of this

developmental disorder; and

WHEREAS, Every two hours, a child is born with Rett

syndrome, a rare postnatal genetic neurological disorder that

occurs almost exclusively in females; symptoms first appear in

infants and toddlers between the ages of 6 to 18 months, followed

by a period of regression when motor skills are gradually lost

over time; and

WHEREAS, Individuals with Rett syndrome require assistance

with daily tasks throughout their lives; more than half of those

diagnosed with the condition lose their ability to walk, and many

suffer from impairments such as loss of speech, seizures,

scoliosis, and irregular breathing patterns; one of the most

distinctive signs of Rett syndrome is near constant repetitive

hand movements while awake; and

WHEREAS, Biomedical research suggests that neurological

symptoms may be reversed even decades after diagnosis;

scientists discovered the gene that causes Rett syndrome in 1999,

and there have since been several breakthroughs in developing a

cure; the first FDA-approved treatment launched in 2023; and

WHEREAS, The International Rett Syndrome Foundation is one

of the world's largest private sources of funds for Rett syndrome

research; the organization works to address the full spectrum of

the disorder while advocating for policies that enhance the

quality of life for patients and their families; and

WHEREAS, Rett syndrome is a serious and life-changing

condition, and Rett Syndrome Awareness Month serves as a means of

rallying support for vital research and resources that can help

improve the outlook for those living with the disorder; now,

therefore, be it

RESOLVED, That the Senate of the State of Texas, 89th

Legislature, hereby recognize October 2025 as Rett Syndrome

Awareness Month and encourage all Texans to learn more about

the condition.
