SENATE RESOLUTION NO. 473

WHEREAS, The 50th anniversary of the National Conference

of State Legislatures is taking place in 2025, providing a

fitting opportunity to recognize the organization for its

outstanding service; and

WHEREAS, The National Conference of State Legislatures was

formed in 1975 from the merger of three groups that represented

the interests of legislators and staff; a bipartisan

organization, the conference works to advance the effectiveness,

independence, and integrity of state legislatures, to foster

interstate communication and cooperation, and to ensure states

have a strong, cohesive voice in federal government; and

WHEREAS, An instrumental component of American democracy,

state legislatures often lead efforts to tackle emerging

challenges, and they also provide legislators from diverse

backgrounds with a place to work together to address the concerns

of their constituents; NCSL has supported state legislatures by

facilitating the exchange of ideas, providing critical research

and information, and promoting the rigorous review of complex

issues; moreover, the organization has helped to bolster the

bonds between U.S. states and international communities; and

WHEREAS, NCSL has enjoyed strong ties to Texas; from 2006

to 2007, its president was State Senator Leticia Van de Putte,

and a number of its staff chairs have also originated from the

Lone Star State, including Secretaries of the Senate Betty King

and Patsy Spaw, as well as Jon Heining, who has served as general

counsel for the Texas Legislative Council; in addition, the

organization has held three of its annual meetings in San

Antonio; and

WHEREAS, Over the past half century, the National

Conference of State Legislatures has built a reputation as the

premier organization focused on serving legislators and

legislative staff from across the country, and its leadership and

members are indeed worthy of recognition for their exemplary

commitment to democratic institutions; now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 89th

Legislature, hereby honor the National Conference of State

Legislatures on the occasion of its 50th anniversary and extend

to all those affiliated with the organization sincere best wishes

for the future; and, be it further

RESOLVED, That an official copy of this Resolution be

prepared for NCSL as an expression of high regard from the

Texas Senate.
