SENATE RESOLUTION NO. 542

WHEREAS, Tim Pierce is retiring as executive director of

South Plains Association of Governments in June 2025, following

two decades of distinguished service in that office; and

WHEREAS, Appointed to lead SPAG in 2005, Mr. Pierce

previously served for 20 years as director of economic

development for Caprock Business Finance Corporation, which was

created by SPAG as a nonprofit entity; SPAG works to improve

quality of life in the region by reviewing and coordinating

federal, state, and local programs in order to maximize

efficiency and effectiveness; and

WHEREAS, Mr. Pierce established the SPAG Small Business

Revolving Loan Fund and Caprock BFC SBA 504 loan programs,

helping hundreds of local companies; as executive director of

SPAG, he was instrumental in establishing 2-1-1 Texas South

Plains and expanding rural 9-1-1 programs, including Text to

9-1-1; he also oversaw the expansion of services to aging

populations and the introduction of water and flood planning to

SPAG; and

WHEREAS, Dedicated to his community, Mr. Pierce has given

generously of his time and talents to numerous organizations; he has

served on the boards of Lubbock Area United Way and March of Dimes,

as well as on the Federal Home Loan Bank of Dallas Affordable

Housing Advisory Council; moreover, he is a member of Greater

Southwest Lubbock Rotary Club, and he serves as a deacon at Highland

Baptist Church; he holds a degree from Texas Tech University; and

WHEREAS, In all his endeavors, Mr. Pierce enjoys the love and

support of his wife, Lacretia, and he takes great pride in their two

daughters and two grandchildren; and

WHEREAS, Through his vision, leadership, and commitment to

excellence, Tim Pierce has greatly benefited his fellow

citizens, and his accomplishments have earned their lasting

respect and appreciation; now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 89th

Legislature, hereby congratulate Tim Pierce on his retirement as

executive director of South Plains Association of Governments

and extend to him sincere best wishes for the future; and, be it

further

RESOLVED, That an official copy of this Resolution be

prepared for Mr. Pierce as an expression of high regard by the

Texas Senate.
