SENATE RESOLUTION NO. 586

WHEREAS, G. David Smith of Rockwall is being sworn in as

president-elect of the State Bar of Texas on June 19, 2025; and

WHEREAS, A founding partner of Smith & Lee in Rockwall,

Mr. Smith has served the legal community in numerous capacities,

including president of the Rockwall County Bar Association and

member of the Rockwall County Bar Foundation board; he is also a

member of the Texas Bar College and a sustaining life fellow of the

Texas Bar Foundation; from 2021 to 2024, he represented District 1

on the State Bar of Texas board of directors; he currently serves on

the Pattern Jury Charges--Malpractice, Premises & Products

Committee, and he has contributed to a number of other committees

as well; and

WHEREAS, Mr. Smith graduated from The University of Texas of

the Permian Basin and Texas Tech University School of Law; in 1983,

he joined the firm of Brannan and Pipes in Odessa, and the following

year, he established the Law Offices of G. David Smith there; he

focused on criminal defense and civil litigation before relocating

in 1989 to Dallas, where he expanded his practice, gaining board

certification in personal injury trial law; since 2002, he has been

based in Rockwall, and the addition of his stepson, Ryan K. Lee, as a

partner led to the adoption of the firm's present-day name; today,

Mr. Smith has an extensive mediation practice along with his trial

work; and

WHEREAS, Active in the wider community, Mr. Smith has served

on the City of Rockwall Board of Review and the boards of two

nonprofit organizations benefiting low-income residents, the

Rockwall Housing Development Corporation and the Rockwall Grace

Center; he has also been a committee member of the City of Rockwall

Charter Review Commission; and

WHEREAS, David Smith has demonstrated a strong commitment

to the mission of the State Bar of Texas, and his knowledge and

experience will serve him well as he takes on his new

responsibilities; now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 89th

Legislature, hereby congratulate G. David Smith on becoming

president-elect of the State Bar of Texas and extend to him

sincere best wishes for the future; and, be it further

RESOLVED, That an official copy of this Resolution be

prepared for Mr. Smith as an expression of high regard from the

Texas Senate.
