SENATE RESOLUTION NO. 599
In Memory
of
John Lucas
WHEREAS, Dr. John Richard Lucas of Longview, an esteemed
physician and a friend to many, passed away on April 4, 2025, at
the age of 85; and
WHEREAS, The son of Helen Marjorie Waddell and Mack Lucas,
Richard Lucas was born in Midland on June 21, 1939, and grew up in
Longview with the companionship of a sister, Carolyn; he graduated
from North Texas State University and The University of Texas at
Galveston Medical School; following his internship at Methodist
Hospital of Dallas, he served as an officer in the U.S. Air Force
and then completed his residency at Parkland Hospital; and
WHEREAS, Dr. Lucas was a practicing ob-gyn in Longview for
35 years and delivered some 5,000 babies; unfailingly gentle,
kind, and patient, he was beloved by his colleagues and by his
many longtime patients; he served Good Shepherd Medical Center as
president of its medical staff, as chair of the
obstetrics-gynecology-pediatrics section, and as a trustee;
moreover, he benefited his profession as a member of the American
Council for Gynecological Endoscopy, and he was both a diplomat
and a fellow of the American Board of Obstetrics and Gynecology;
following his retirement in 2007, he continued to serve county
patients through Wellness Pointe Longview and Zeid Women's
Health Center; and
WHEREAS, Dr. Lucas married his high school sweetheart, the
former Sara Ann Skaggs, in 1969, and they were blessed with three
children, Tosch, Todd, and Susan Ann; despite his busy schedule,
he always made time for his family, which grew to include five
treasured grandchildren; after the death of his first wife in
2010, Dr. Lucas was fortunate enough to find love again, and he
wed Andee Napolitano in 2013; the couple enjoyed traveling and
spending time with their large circle of friends and relatives;
Dr. Lucas attended weekly breakfasts with "the boys" and monthly
lunches with the RODEO group, more formally known as Retired Old
Doctors Eating Out; he was an elder for life of First Christian
Church of Longview and served the congregation in numerous
capacities, among them chair of the board; and
WHEREAS, Over the course of his long career in medicine,
Richard Lucas earned the respect and appreciation of innumerable
people, and he will be remembered with great affection by all who
were privileged to know him; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 89th
Legislature, hereby pay tribute to the life of Dr. John Richard
Lucas and extend sincere condolences to the members of his
family: to his wife, Andee Lucas; to his children, Tosch Lucas,
Todd Lucas, and Susan Ann Lucas Stroud and her husband, John; to
his grandchildren, Tyler Anne Bosher, Miles Lucas, and Sara
Grace, Sophie Jane, and Lucas Stroud; to his
great-grandchildren, Hattie and Holland; and to his many other
relatives and friends; and, be it further
RESOLVED, That an official copy of this Resolution be
prepared for his family and that when the Texas Senate adjourns
this day, it do so in memory of Dr. Richard Lucas.
