SENATE RESOLUTION NO. 639

WHEREAS, The Senate of the State of Texas is pleased to

recognize Dr. David Wayne Fowler for his world-renowned research

and excellence in engineering and for his decades of devoted

service as an educator at The University of Texas at Austin; and

WHEREAS, David Fowler grew up in the Texas Hill Country,

and he was inspired in his professional endeavors by the

experience he gained in his childhood assisting his father in the

concrete and building materials business; he went on to earn

bachelor's and master's degrees in architectural engineering

from The University of Texas at Austin and a doctoral degree in

civil-structural engineering from the University of Colorado in

Boulder; and

WHEREAS, Dr. Fowler returned to Austin upon completing his

doctorate and began his tenure as an instructor at his alma mater

in 1964; over the years, he has taught a wide range of courses on

concrete polymer materials and engineering, including an

international course he developed on forensic engineering that

has led to pioneering advances in the field; and

WHEREAS, Over the span of his career, Dr. Fowler has

produced a myriad of widely-referenced publications, and he has

traveled to countries around the world to lecture and share his

expertise at conferences and universities; he has earned

extensive recognition for his research and achievements, and he

has been presented with numerous professional and teaching

awards by The University of Texas and other institutions; he is

an honorary member of the Russian Academy of Engineering, and he

collaborates with his colleagues in the industry as a fellow of

the American Concrete Institute and the American Society of Civil

Engineers; and

WHEREAS, Among the many accolades Dr. Fowler has received,

he was honored with the establishment of the David and Maxine

Fowler Endowed Excellence Fund in Civil, Architectural, and

Environmental Engineering at The University of Texas at Austin;

he serves as the Joe J. King Chair of Engineering Number 2 at the

university and is a Distinguished Teaching Professor Emeritus,

and his legacy and research was recently honored in 2025 at the

annual Forensics Engineering Conference, which he founded nearly

two decades ago; and

WHEREAS, Internationally recognized for his expertise in

concrete materials and their strength and repair, Dr. David

Fowler has made contributions to the field of civil

engineering that have advanced construction practices and

improved the safety and longevity of countless structures in

the Lone Star State and worldwide; in all his endeavors,

Dr. Fowler benefits from the love and support of his devoted

wife, Maxine, and their two daughters; he is respected and

admired by his colleagues and by the generations of students he

has mentored and taught throughout six decades in higher

education, and it is indeed fitting that he receive special

recognition on his distinguished career and his many

exceptional achievements; now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 89th

Legislature, hereby commend Dr. David Wayne Fowler on his

outstanding contributions to his field and his years of dedicated

service as an educator and researcher in the Lone Star State and

extend to him sincere best wishes for the future and for

continued success; and, be it further

RESOLVED, That a copy of this Resolution be prepared for

him as an expression of esteem from the Texas Senate.
