Appropriations Adjustments
2026 GENERAL SESSION

LONG TITLE
General Description:
This bill supplements or reduces appropriations otherwise provided for the support and
operation of state government for the fiscal year beginning July 1, 2025 and ending June 30,
2026 and for the fiscal year beginning July 1, 2026 and ending June 30, 2027.
Highlighted Provisions:
This bill:
provides budget increases and decreases for the use and support of certain state agencies;
provides budget increases and decreases for the use and support of certain public
education programs;
provides budget increases and decreases for the use and support of certain institutions of
higher education;
provides funds for the bills with fiscal impact passed in the 2026 General Session;
provides budget increases and decreases for other purposes as described; and
provides intent language.
Money Appropriated in this Bill:
This bill appropriates

Be it enacted by the Legislature of the state of Utah:
Section 1.
FY 2026 Appropriations.
The following sums of money are appropriated for the fiscal year beginning July 1,
2025, and ending June 30, 2026. These are additions to amounts previously appropriated for
fiscal year 2026.
Subsection 1(a).
Operating and Capital Budgets
Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
Legislature appropriates the following sums of money from the funds or accounts indicated for
the use and support of the government of the state of Utah.

Under terms of Section 63J-1-603 Utah Code
Annotated, the Legislature intends that up to $1,200,000
provided for the Board of Pardons and Parole - Board of
Pardons and Parole in Item 45, Chapter 7, Laws of Utah
2025 not lapse at the close of fiscal year 2026. Use of
any nonlapsing funds is limited to: up to $500,000 for
O-Track Expansion Anticipated Tech Upgrades; up to
$150,000 for Phase Three: BOPPConnect (Information
Sharing with Courts); up to $400,000 for Phase Three:
MyVoice (Victim Support); up to $100,000 for
Pro-Tempore Board Members; and up to $50,000 for
contract costs associated with defense counsel for

Department of Public Safety - Driver License
Notwithstanding intent language included in
Senate Bill 3 "Appropriations Adjustments" (2025
General Session), item 160, the Legislature intends that
the Department of Public Safety - Driver License
Division provide a direct award grant of $500,000 to
GET Group North America in fiscal year 2026 to support
improvements in age verification technology and
infrastructure in Utah. Funds may be used to support the
development, deployment, and adoption of verification
technologies used by authorized establishments,
including bars and state liquor stores, to verify age when
individuals present a state digital identity credential.

entrepreneurs, startups, investors, workforce participants,
and employers through coordinated events across Utah.

Community Development
The Legislature intends that, if "Housing and
Community Development Amendments" (House Bill 68,
2026 General Session) passes and becomes law, the
Division of Finance, when closing fiscal year 2026,
transfer nonlapsing balances that relate to the
consolidation of the state's efforts on housing, as a result
of the bill, from the Department of Workforce Services to
the Governor's Office of Economic Opportunity, as
agreed upon by the Department of Workforce Services.

and support for one-time appropriations to include Hope

County Archives and Heritage Space $50,000, Syracuse
Museum Foundation $50,000, and Youth Art Access
$100,000.

Grants
Notwithstanding intent language in Item 18 of

incorporate an odometry lab and a proof of concept for
communications-based train control on a limited portion
of a light rail vehicle line. The goal of this project is to
determine the best and most appropriate signaling system
for current and future transit operations in the Salt Lake
Valley, and to promote a center of excellence at Utah
State University for such systems.

at the close of fiscal year 2026. The use of any
nonlapsing funds is limited to (1) $210,000 to health
facility plan review activities in Health Facility Licensing
and Certification, (2) $150,000 to health facility licensure
and certification activities in Health Facility Licensing
and Certification, and (3) $145,000 to Office of
Background Processing for replacement of live scan
machines, and enhancements and maintenance of the
Direct Access Clearing System.
Pursuant to Section 63J-1-603 of the Utah
Code, the Legislature intends that under Item 38 of
Chapter 9, Laws of Utah 2025 up to $150,000 General
Fund provided for the Department of Health and Human
Services Department Oversight line item shall not lapse
at the close of fiscal year 2026. The use of any
nonlapsing funds is limited to expenditures for data
processing and technology-based expenditures; facility
repairs, maintenance, and improvements; and short-term
projects and studies that promote efficiency and service
improvement.

re-integration.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Commission on Criminal and Juvenile Justice provide a
direct award grant of $150,000 to Friends of the

direct award grant of $200,000 to Solutions Utah in fiscal
year 2027 to support statewide education opportunities in
policy leadership, research, civic engagement capacity
addressing complex public challenges such as
homelessness, public safety, and system accountability.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Governor's Office of Economic Development provide an
additional direct award grant of $200,000 to the Five
County Association of Governments in fiscal year 2027
for the Rural Business and Agricultural E-Commerce
Accelerator to provide technical assistance and training
to build e-commerce websites, diversify revenue, and
increase online sales.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Governor's Office of Economic Opportunity provide a
direct award grant of $100,000 to Utah Global
Diplomacy in fiscal year 2027 for programmatic support,
hosting opportunities, and personnel costs.

Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Department of Veterans and Military Affairs use the
one-time appropriations in this item to provide a direct
award grant of $100,000 to Blue Star Families for
military and veteran family programs. In its grant
contract, the department shall ensure that grant funds are
used only to provide programs and services that benefit
service members, veterans, and their families who are
Utah residents or are stationed in Utah.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Department of Veterans and Military Affairs use ongoing
appropriations in Item 21 of "National Guard, Veterans
Affairs, and Legislature Base Budget" (Senate Bill 7,
2026 General Session) to provide a direct award grant of
$250,000 to Best Defense Foundation in fiscal year 2027
for veteran rehabilitation and wellness. In its grant
contract, the department shall ensure that grant funds are
used only to provide programs and services that benefit
veterans who are Utah residents, or veteran events held in
Utah. Funding provided by this item shall only be paid
on a reimbursement basis; all requested documentation
related to reimbursement shall be free of redaction.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Department of Veterans and Military Affairs use ongoing
appropriations in Item 21 of "National Guard, Veterans
Affairs, and Legislature Base Budget" (Senate Bill 7,
2026 General Session) to provide a direct award grant of
$500,000 to the Veterans First Time Homebuyer Grant
Program in fiscal year 2027 for first time homebuyer
grants.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Department of Veterans and Military Affairs use ongoing
appropriations in Item 21 of "National Guard, Veterans
Affairs, and Legislature Base Budget" (Senate Bill 7,
2026 General Session) to provide a direct award grant of
$900,000 to Counselors for Military School Children in
fiscal year 2027 for increased counseling for children of
military families.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Department of Veterans and Military Affairs use ongoing
appropriations in Item 21 of "National Guard, Veterans
Affairs, and Legislature Base Budget" (Senate Bill 7,
2026 General Session) to provide a direct award grant of
$200,000 to National Ability Center in fiscal year 2027
for rehabilitation programs for veterans.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Department of Veterans and Military Affairs use ongoing
appropriations in Item 21 of "National Guard, Veterans
Affairs, and Legislature Base Budget" (Senate Bill 7,
2026 General Session) to provide a direct award grant of
$60,000 to New Smiles for Veterans in fiscal year 2027
for veteran dental care.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Department of Veterans and Military Affairs use ongoing
appropriations in Item 21 of "National Guard, Veterans
Affairs, and Legislature Base Budget" (Senate Bill 7,
2026 General Session) to provide a direct award grant of
$12,500 to Honor Flight in fiscal year 2027 for
transportation of veterans to national landmarks.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Department of Veterans and Military Affairs use ongoing
appropriations in Item 21 of "National Guard, Veterans
Affairs, and Legislature Base Budget" (Senate Bill 7,
2026 General Session) to provide a direct award grant of
$10,000 to Western Regional Partnership in fiscal year
2027 for annual dues.
Under the provisions of Utah Code Annotated
Title 63G Chapter 6b, the Legislature intends that the
Department of Veterans and Military Affairs use
one-time appropriations in this item to provide a direct
award grant of $40,000 to Utah Golf Foundation for the

The Legislature intends that the Department
of Health and Human Services, the Association for Utah
Community Health, or other recipients of funding via
Opioid Use Disorder Treatment at Community Health
Centers report to the Social Services Appropriations
Subcommittee by January 1, 2029 on (1) outcomes
achieved, (2) advisability of continuing funding, and (3)
challenges faced in reaching desired outcomes.
The Legislature intends that the following
intent language included in Item 158 of "New Fiscal
Year Supplemental Appropriations" (House Bill 2, 2026
General Session), which states, "Under the provisions of
Utah Code Annotated Title 63G Chapter 6b, the
Legislature intends that the Department of Health and
Human Services provide direct award grants of $150,000
to Fit to Recover and $100,000 to the School of
Addiction Recovery in fiscal year 2027 for services to
individuals recovering from substance use disorders" is
rescinded.
Notwithstanding the intent language included

Notwithstanding the intent language included in
the introduced version of H.B. 2, Item 179, lines

Transportation provide a direct grant of up to $250,000
one-time from the General Fund in fiscal year 2027 to the
Central Wasatch Commission for canyon transportation
and graffiti remediation.
The Legislature intends that the Pioneer
Pipeline expansion project from Wyoming to West
Bountiful move forward expeditiously to increase Utah's
gasoline supply and improve the state's fuel supply
reliability. The Legislature encourages affected political
subdivisions to work collaboratively with pipeline project
sponsors and state agencies to ensure that permitting and
regulatory processes are conducted in a coordinated,
transparent, and timely manner, with the goal of
achieving an additional 1.4 million gallons per day of
transportation fuels by 2028.

Expendable Funds and Accounts
The Legislature has reviewed the following expendable funds. The Legislature
authorizes the State Division of Finance to transfer amounts between funds and accounts as
indicated. Outlays and expenditures from the funds or accounts to which the money is
transferred may be made without further legislative action, in accordance with statutory
provisions relating to the funds or accounts.

Section 3.
Effective Date.
(1)
Except as provided in Subsection (2), this bill takes effect:
(a)
except as provided in Subsection (1)(b), May 6, 2026; or
(b)
if approved by two-thirds of all members elected to each house:
(i)
upon approval by the governor;
(ii)
without the governor's signature, the day following the constitutional time limit of
Utah Constitution, Article VII, Section 8; or
(iii)
in the case of a veto, the date of veto override.
(2)
The actions affecting Section 2 (Effective 07/01/26) take effect on July 1, 2026.
