LONG TITLE
General Description:
This joint rules resolution enacts provisions related to policy development and impact.
Highlighted Provisions:
This resolution:
requires the chief sponsor of legislation to specify the policy problem and measurable
objectives to evaluate the impact of the legislation;
requires the Office of Legislative Research and General Counsel to assist with developing
policy and ensure that legislation's drafting instructions include certain information; and
authorizes the Office of the Legislative Auditor General, when conducting an audit, to
request certain information from the Office of Legislative Research and General
Counsel.

Be it resolved by the Legislature of the state of Utah:
Section 1.
JR1-4-604
is enacted to read:

Performance, Efficiency, and Policy Impact Reporting
JR1-4-604
. Policy development and impact.
(1)
After filing a request for legislation under
JR4-2-101
, the chief sponsor shall, in
consultation with the Office of Legislative Research and General Counsel:
(a)
specify the policy problem the chief sponsor aims to address with the legislation; and
(b)
identify the chief sponsor's policy goal and one or more measurable objectives to
evaluate whether the legislation effectively addresses the policy problem.
(2)
The Office of Legislative Research and General Counsel shall:
(a)
assist with developing the chief sponsor's policy in preparation for drafting the
sponsor's legislation; and
(b)
ensure that the drafting instructions for a request for legislation include the policy
information described in Subsection
(1)
.
(3)
When conducting an audit under Utah Code Section
36-12-15
or
JR1-4-603
, the Office
of the Legislative Auditor General may request from the Office of Legislative Research
and General Counsel the policy information described in Subsection
(1)
for the purpose
of evaluating the impact of Utah statutes that are relevant to the audit.
Section 2.
Effective Date.
This resolution takes effect upon a successful vote for final passage.
