General Description:
This resolution recognizes the Utah Land Use Task Force for contributions to land use
policy.
Highlighted Provisions:

acknowledges that land use decisions directly affect housing affordability, economic
opportunity, property rights, infrastructure planning, and the quality of life in
communities throughout the state;
recognizes the efforts of the Utah Land Use Task Force to identify areas of consensus and

recognizes the Utah Land Use Task Force's longstanding commitment to making
contributions in land use policy at the local and state levels.

Be it resolved by the Legislature of the state of Utah:
WHEREAS, land use decisions directly affect housing affordability, economic opportunity,
property rights, infrastructure planning, and the quality of life in communities throughout the s
tate of Utah;
WHEREAS, effective land use policy benefits from sustained dialogue among stakeholders
with diverse perspectives and interests;
WHEREAS, for more than 20 years, the Utah Land Use Task Force has operated as a
voluntary working group composed of stakeholders representing a broad range of viewpoints
related to land use, development, housing, and local governance;
WHEREAS, participants in the Utah Land Use Task Force include representatives of the
Utah Property Rights Coalition, the Utah Homebuilders Association, the Utah Association of
Realtors, the Utah League of Cities and Towns, the Utah Association of Counties, Utah special
service districts, and other interested stakeholders;
WHEREAS, the Utah Land Use Task Force meets on an ongoing basis in working meetings
to discuss, negotiate, and evaluate proposed changes to land use laws, policies, and practices;
WHEREAS, through these collaborative efforts, the Utah Land Use Task Force has served
as a forum for identifying areas of consensus, resolving differences, and developing practical
policy solutions related to land use regulation;
WHEREAS, the work of the Utah Land Use Task Force has contributed to improvements in
the fairness, predictability, and efficiency of local land use decision-making processes;
WHEREAS, participants in the Utah Land Use Task Force contribute their time and
expertise voluntarily, motivated by a shared interest in improving the land use process for
property owners, applicants, and communities throughout the state;
WHEREAS, the Utah Land Use Task Force has consistently approached its work with
respect for the traditional role of local governments in land use planning and decision-making;
and
WHEREAS, the collaborative and consensus-oriented model of the Utah Land Use Task
Force has helped foster trust, transparency, and constructive engagement among stakeholders
who may otherwise hold differing viewpoints:
NOW, THEREFORE, BE IT RESOLVED that the Legislature of the s
tate of Utah
recognizes and commends the Utah Land Use Task Force for 20 years of voluntary,
collaborative service in advancing land use policy.
BE IT FURTHER RESOLVED that the Legislature acknowledges and appreciates the
contributions of the stakeholders who participate in the Utah Land Use Task Force, including
representatives of property owners, the building and real estate industries, local governments,
special service districts, and other interested parties.
BE IT FURTHER RESOLVED that the Legislature recognizes the Utah Land Use Task
Force's role in promoting land use policies and practices that are more fair, predictable, and
efficient while respecting the traditional role of local governments.
BE IT FURTHER RESOLVED that a copy of this resolution be presented to the Utah Land
Use Task Force as an expression of the Legislature's recognition and appreciation.
