Directs the Department of Housing and Community Development to (i) review all applications for the Affordable and Special Needs Housing program and the Virginia Housing Trust Fund Homeless Reduction Grant program and formally notify each applicant of an award or a denial no later than 90 days after the application submission deadline and (ii) be responsible for providing applicants initial notice of award or denial under such programs prior to any public announcement. Such provisions sunset on July 1, 2027. The bill also requires the Department, in consultation with relevant stakeholders, to develop guidelines that include timely notification of award or denial under such programs.

An Act to direct the Department of Housing and Community Development to notify applicants of awards and denials under the Affordable and Special Needs Housing and Virginia Housing Trust Fund Homeless Reduction Grant programs.
Be it enacted by the General Assembly of Virginia:
1.
§ 1. That the Department of Housing and Community Development (the Department) shall review all applications for the Affordable and Special Needs Housing program and the Virginia Housing Trust Fund Homeless Reduction Grant program and shall formally notify each applicant of an award or a denial no later than 90 days after the application submission deadline.
§ 2. Prior to any public announcement of an award or denial pursuant to §1, the Department shall be responsible for providing applicants to the Affordable and Special Needs Housing program and the Virginia Housing Trust Fund Homeless Reduction Grant program initial notice of award or denial under such programs.
2. That the Department of Housing and Community Development, in consultation with relevant stakeholders, shall develop guidelines regarding the Affordable and Special Needs Housing program and the Virginia Housing Trust Fund Homeless Reduction Grant program that include timely notification of award or denial to each applicant.
3. That the provisions of the first enactment of this act shall expire on July 1, 2027.
