Incentivizes data centers to participate in demand response programs, implement energy storage and management systems, and leverage automated technologies to reduce peak demand and support grid stability.
Encourages flexible energy practices that allow data centers to adjust energy consumption in real time based on available renewable generation.
Ensures large-scale data centers pay their fair share of infrastructure investments to mitigate impacts on residential and small business ratepayers.
Requires data centers to report water and aggregated energy usage, sustainability measures, and participation in grid support programs to appropriate state and federal agencies.

Amendments
These notes stay tied to the official amendment files and metadata from the legislature.
Plain English: The amendment changes the language in HB591 to require data centers to pay their fair share of infrastructure investments instead of contributing equitably, and it also modifies reporting requirements by changing what is reported from energy and water usage to water and aggregated energy usage.
Changes the requirement for data centers to 'contribute equitably to infrastructure investment and cost allocation' to 'pay their fair share of infrastructure investments'.
Modifies the reporting requirement to change the term 'energy and water usage' to 'water and aggregated energy usage'.
The amendment text does not provide details on how data centers will determine what constitutes a 'fair share' of infrastructure investments.
