WHEREAS, Scott Foster, a distinguished law-enforcement officer who served the past three years as sheriff of the City of Fredericksburg, retired on January 1, 2026; and
WHEREAS, Scott Foster embarked upon his career in law enforcement in 1994 and steadily rose through the ranks to serve as deputy, corporal, sergeant, first sergeant, lieutenant, and captain with the Fredericksburg Sheriff's Office; and
WHEREAS, Scott Foster was appointed sheriff of the City of Fredericksburg by the Honorable Gordon F. Willis of the 15th Judicial Circuit on September 15, 2022, following the retirement of the former sheriff, Paul Higgs; he was then elected to serve the remainder of the term in a special election on November 7, 2023; and
WHEREAS, Scott Foster enhanced operations at the Fredericksburg Sheriff's Office by aligning the agency with contemporary law-enforcement best practices and procedures, bolstering training and record-keeping efforts, and encouraging greater transparency and accountability; and
WHEREAS, in collaboration with the Fredericksburg City Council, Scott Foster implemented a comprehensive career development program at the Fredericksburg Sheriff's Office to foster its members' professional growth and proficiency as law-enforcement officers and to recognize individuals for excellence in their field; and
WHEREAS, as a result of Scott Foster's leadership, the Fredericksburg Sheriff's Office achieved accreditation through the Virginia Law Enforcement Professional Standards Commission during his tenure; and
WHEREAS, Scott Foster has advanced the mission of the Fredericksburg Sheriff's Office by strengthening partnerships with local partner agencies, including the Fredericksburg Police Department and Fredericksburg City Public Schools; and
WHEREAS, with extraordinary integrity and compassion and an unwavering commitment to public safety and the community's well-being, Scott Foster has helped to make Fredericksburg a wonderful place to live, work, and raise a family; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Scott Foster, sheriff of the City of Fredericksburg, on the occasion of his retirement; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Scott Foster as an expression of the General Assembly's admiration for his contributions to Fredericksburg and the Commonwealth and best wishes for a joyful and fulfilling retirement.
