WHEREAS, Rebecca Coggin Hubert, a public servant and community leader who guided the Town of Warsaw through a period of significant growth and revitalization, died on December 6, 2025; and
WHEREAS, Rebecca Hubert grew up on Morgan Lane in Warsaw and began to cultivate her lifelong passion for the community and dedication to service at a young age; and
WHEREAS, Rebecca Hubert graduated from St. Margaret's School in Tappahannock and Sweet Briar College, then worked as a travel agent before joining C&F Bank, where she was highly admired by colleagues and customers alike for her politeness and professionalism; and
WHEREAS, in recognition of her integrity, outstanding performance, and overall commitment to excellence, Rebecca Hubert received the President's Award, C&F Bank's most prestigious honor; and
WHEREAS, desirous to be of further service to the community, Rebecca Hubert offered her leadership and insights to the Warsaw Planning Commission and was elected to two terms on the Warsaw Town Council, where she chaired the finance committee and was a member of several other committees; and
WHEREAS, Rebecca Hubert's steady judgment, expertise in business and finance, and deep connections within the community allowed her to guide responsible growth and development that invigorated Warsaw's local economy while preserving its small-town charms; and
WHEREAS, Rebecca Hubert will be fondly remembered and greatly missed by her children, Bergen and Juergen, and their families, and numerous other family members and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Rebecca Coggin Hubert; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Rebecca Coggin Hubert as an expression of the General Assembly's respect for her memory.
