WHEREAS, David R. Hines, a distinguished law-enforcement officer and sheriff of Hanover County, who has greatly served the Hanover County community for 41 years, will retire on March 31, 2026; and
WHEREAS, David Hines joined the Hanover County Sheriff's Office in 1984 and steadily rose through the ranks over the years, achieving the rank of lieutenant colonel before he was elected sheriff of Hanover County in 2010; and
WHEREAS, as sheriff of Hanover County, David Hines emphasized innovation, transparency, and accountability, bolstering Hanover County's reputation for excellence in promoting public safety and preventing crime; and
WHEREAS, in recognition of his leadership and expertise, David Hines was appointed to the Governor's Task Force on Prescription Drug and Heroin Abuse and the Board of Juvenile Justice, enabling him to make an impact throughout the Commonwealth; and
WHEREAS, David Hines received a number of distinguished accolades over the years honoring his dedication and service, including awards from the National Center for Missing and Exploited Children, Homeland Security Today, and the American Legion, which named him the National Law Officer of the Year in 2022; and
WHEREAS, in addition to his duties as sheriff, David Hines serves as the chair of the Pamunkey Regional Jail Authority Board and as the co-chair of the Highway Safety Committee for the Virginia Association of Chiefs of Police; and
WHEREAS, over his tenure, David Hines has enhanced the Hanover County Sheriff's Office's ability to protect and serve the community by nurturing strong partnerships with various local faith-based, nonprofit, and corporate organizations; and
WHEREAS, with extraordinary integrity and compassion and an unwavering commitment to the community he served, David Hines has helped to make Hanover County a wonderful place to live, work, and raise a family; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend David R. Hines, sheriff of Hanover County, for his legacy of service on the occasion of his retirement; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to David R. Hines as an expression of the General Assembly's admiration for his contributions to Hanover County and the Commonwealth.
