Agreed to by the Senate, February 19, 2026
WHEREAS, the Northern Neck Middlesex Free Health Clinic, an organization dedicated to promoting the health and wellness of all individuals, particularly those who lack access to quality care, has greatly served the Northern Neck and Middlesex communities for more than 30 years; and
WHEREAS, the origins of the Northern Neck Middlesex Free Health Clinic (NNMFHC) may be traced to the Northern Neck Health Action Group, which was formed in 1992 to address the need for a free clinic in the region that would serve individuals who lacked health insurance and who could not afford the costs of basic medical care; and
WHEREAS, the NNMFHC opened in 1993 with Jean Nelson serving as its founding executive director; at the time, the clinic operated one night a week out of the Lancaster County Health Department's building; and
WHEREAS, the NNMFHC steadily grew and expanded its services and moved into a series of new facilities before establishing its home in 2003 in the newly constructed Mary A. Graham Building, which was named in honor of a major donor to the clinic; and
WHEREAS, today, the NNMFHC has the capacity to meet a variety of patient needs, providing medical care, dental care, behavioral health services, and pharmacy services out of its main facility in Kilmarnock and outreach offices in Middlesex County and Westmoreland County; and
WHEREAS, the NNMFHC has cultivated several partnerships to help the clinic advance its mission, including collaborations with the Virginia Commonwealth University School of Dentistry, the Gloucester Mathews Care Clinic, Abilities Abound Physical Therapy and Wellness Center in Callao, the Virginia Poverty Law Center, and the HOPE Initiative; and
WHEREAS, since its founding, nearly 20,000 individuals have received exemplary care at the NNMFHC, and the clinic has continually adapted to meet the increasing demand for its services; and
WHEREAS, in 2024 alone, NNMFHC served more than 2,250 individuals, providing more than 11,000 patient visits, filling more than 13,500 prescriptions, and completing more than 13,600 dental procedures; and
WHEREAS, the success of the NNMFHC is a testament to the hard work and dedication of the clinic's physicians, dentists, nurses, pharmacists, and staff and the generosity of the many donors who have supported the clinic over the years; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Northern Neck Middlesex Free Health Clinic for its legacy of service; and, be it
