WHEREAS, Wayne Cornelius Rapp, a dedicated first responder who served the residents of Hanover County with two local rescue squads and a beloved husband, father, grandfather, and friend, died on February 19, 2026; and
WHEREAS, guided by his sincere desire to serve and support others in their time of greatest need, Wayne Rapp joined the West Hanover Volunteer Rescue Squad and the Ashland Volunteer Rescue Squad; and
WHEREAS, Wayne Rapp offered his insightful leadership to local and state rescue squad organizations, serving as a district vice president and former treasurer of the Virginia Association of First Responders; and
WHEREAS, Wayne Rapp also pursued a long career with SunTrust Bank, retiring after 45 years of service; and
WHEREAS, Wayne Rapp enjoyed fellowship and worship with the community as an active and supportive member of Shiloh United Methodist Church; and
WHEREAS, Wayne Rapp inspired others through his integrity, generosity, and humility; he showed an unwavering devotion to his community and his family, guiding his children and grandchildren with steady encouragement and quiet wisdom; and
WHEREAS, Wayne Rapp will be fondly remembered and greatly missed by his devoted wife of 60 years, Jane; his sons, Jeffrey and Michael, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Wayne Cornelius Rapp; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Wayne Cornelius Rapp as an expression of the General Assembly's respect for his memory.
