WHEREAS, for more than two and a half decades, Jo Anne Perry Maxwell has provided exceptional service to the Commonwealth as an employee of multiple state agencies, most recently as director of governance and legislative affairs for the Virginia Department of Transportation; and
WHEREAS, Jo Anne Maxwell holds a bachelor's degree in medical technology and a master's degree in environmental health from Old Dominion University, as well as a law degree from William & Mary Law School; she began her long career in state service as a member of the Department of Motor Vehicles from 1999 to 2003; and
WHEREAS, Jo Anne Maxwell was an assistant attorney general at the Office of the Attorney General from 2003 to 2004, served as director of policy, legislative, legal, and regulatory affairs at the Department of Motor Vehicles from 2004 to 2007, then returned to the Office of the Attorney General as a senior assistant attorney general from 2007 to 2011, cultivating a record of superlative leadership and experience in the public sector; and

WHEREAS, in 2011, Jo Anne Maxwell joined the Department of Transportation, where she worked tirelessly to enhance the transportation sector by conducting research, consulting, and presenting on legislative and regulatory matters; she also served on special assignment to the Office of the Secretary of Transportation from 2024 to 2025; and
WHEREAS, Jo Anne Maxwell earned the admiration and respect of her peers at the Department of Transportation, the Commonwealth Transportation Board, and other transportation stakeholders through her keen insights and commitment to excellence; and
WHEREAS, over the course of her career, Jo Anne Maxwell cultivated a reputation as a reliable, trusted, thoughtful, and insightful advocate for the Commonwealth; she forged strong working relationships with the members and staff of the General Assembly and provided critical assistance with legislative inquiries, especially during sessions of the General Assembly; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Jo Anne Perry Maxwell for her 26 years of service to Virginians as a state employee; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Jo Anne Perry Maxwell as an expression of the General Assembly's admiration for her legacy of outstanding contributions to efficient and effective government in the Commonwealth and best wishes on her future endeavors.
