Applying to the Governor to call a special session and establishing a schedule for the conduct of business coming before such special session.

RESOLVED by the House of Delegates, the Senate concurring, That pursuant to Article IV, Section 6 of the Constitution of Virginia, which directs that the Governor shall convene a special session upon the application by two-thirds of the members elected to each house, the General Assembly does hereby apply to the Governor to convene the General Assembly in a special session on Thursday, April 23, 2026, at 12:00 p.m. for the purpose of considering the Budget Bill and such other matters as are provided for in the procedural resolution adopted to govern the conduct of business coming before such Special Session; and be it
RESOLVED FURTHER, That after the Special Session is convened for the first time, it may stand in recess from time to time until reconvened by the joint call of the Speaker of the House of Delegates and Chair of the Senate Committee on Rules; and, be it
RESOLVED FURTHER, That no engrossment of the Budget Bill shall be required in either house; and, be it
RESOLVED FINALLY, That for the purpose of this resolution, "Budget Bill" means a general appropriation bill introduced that authorizes the biennial expenditure of public revenues for the period from July 1, 2026, through June 30, 2028.
