Requesting the Department of Transportation to study the needs and capacity for expanded tractor-trailer parking near and along the I-66 and I-95 corridors. Report.

WHEREAS, the Federal Highway Administration has identified parking shortages for trucks as a national safety concern; and

WHEREAS, Prince William County, which is situated between I-66 and I-95, has such shortages of safe, secure, and accessible parking for tractor-trailers, and, with increased freight activity due to its location, has consequently seen an increase in parking of tractor-trailers in residential and mixed-use areas; and

WHEREAS, such increase in parking in areas not designated for tractor-trailer parking creates concerns for safety and is a major obstacle in implementing county plans for walkable communities and urbanized multimodal roadways in activity centers that discourage heavy vehicular travel; and

WHEREAS, commercial vehicles play a critical role in the function of local and regional economies, as well as the economy of the Commonwealth as a whole, and growing demand for freight has outpaced current remedies such as restricting commercial vehicle parking; and

WHEREAS, there is a need to provide dedicated tractor-trailer commercial vehicle parking facilities and rest areas in appropriate locations, especially near and along major freight corridors, such as those near Prince William County; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Department of Transportation be requested to study the needs and capacity for expanded tractor-trailer parking near and along the I-66 and I-95 corridors.

In conducting its study, the Department of Transportation (the Department) shall assess the growing needs for tractor-trailer parking, the nature and requirements of addressing such parking needs, the available capacity to fulfill such needs within localities and other land near and along the I-66 and I-95 corridors, and any other impacts of such an expansion on nearby localities and the region. In making such assessments, the Department shall also consider input from stakeholders, including representatives of governing bodies of affected localities, the trucking industry, and any other stakeholders the Department deems necessary. The Department shall further assess the projected costs of such expansions and identify any other needs relevant to undertaking such projects for expanded tractor-trailer parking.

All agencies of the Commonwealth shall provide assistance to the Department for this study, upon request.

The Department shall complete its meetings by November 30, 2026, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2027 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
