WHEREAS, Cardell Patillo, DHA, a distinguished public servant and education leader, is the outgoing president of the Virginia School Boards Association; and
WHEREAS, Cardell Patillo's educational journey included undergraduate studies at Norfolk State University and Liberty University, a master's degree in pastoral counseling from Liberty University, a master's degree in divinity from the Samuel DeWitt Proctor School of Theology at Virginia Union University, and a doctor of health administration degree from the Virginia University of Lynchburg; and
WHEREAS, Cardell Patillo is executive director of the Mile High Kids and Community Developments, Inc., overseeing the federal Head Start grant program in the City of Virginia Beach and its more than 50 employees; and
WHEREAS, Cardell Patillo's commitment to young people has included his tenure on the Portsmouth City School Board since 2014, including service as board chairman since 2020; and
WHEREAS, Cardell Patillo is active in his community through his involvement with the Omega Psi Phi Fraternity, Inc., and the Most Worshipful Prince Hall Grand Lodge of Virginia Free and Accepted Masons, Inc., and he was notably selected to serve as the honorary chairperson of the American Cancer Society's Relay for Life events; and
WHEREAS, in recognition of his leadership and experience, Cardell Patillo was appointed by Governor Terry McAuliffe to serve on the Virginia Public School Authority; and
WHEREAS, Cardell Patillo has held several leadership positions with the Virginia School Boards Association (VSBA), a voluntary, nonpartisan organization of Virginia school boards that is dedicated to promoting excellence in public education through advocacy, training, and other services; and
WHEREAS, as president of the VSBA, Cardell Patillo launched the President's Roadshow, visiting several school boards across the Commonwealth to learn more about Virginia's school divisions and to encourage collaboration between the VSBA and local school boards; and
WHEREAS, Cardell Patillo's unwavering devotion to the academic, social, and emotional well-being of young people has made a profound and lasting impact on countless lives; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Cardell Patillo, DHA, as he concludes his term as president of the Virginia School Boards Association; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Cardell Patillo, DHA, as an expression of the General Assembly's admiration for his contributions to education in the Commonwealth.
