WHEREAS, Barbara Mae Kelly of King and Queen County, a beloved mother, grandmother, sister, and friend who enriched countless lives through her work in senior care, died on February 6, 2026; and
WHEREAS, Barbara Mae Kelly was born in 1946 to the late Clarence and Blanche Lipscomb; she grew up in New Kent County, where she began to cultivate her lifelong faith from a young age and attended local public schools; and
WHEREAS, possessed of a servant's heart, Barbara Mae Kelly pursued a career in home health care and was employed by Nurturing Hearts N' Care for many years; she took great pride in her work caring for the elderly, ensuring that her clients received the support they needed to live independently and stay engaged with the community; and
WHEREAS, the beloved matriarch of a large family, Barbara Mae Kelly relished every opportunity to spend time with her loved ones and make lasting memories; she imparted her strength, warmth, incomparable work ethic, and unwavering love to her children, grandchildren, and great-grandchildren; and
WHEREAS, predeceased by her husband, William, Barbara Mae Kelly will be fondly remembered and greatly missed by her children, Theresa, Sylvester, Wilnette, Mark, Kelvin, April, Geraldine, Annette, and Robert, and their families, and numerous other family members and friends; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Barbara Mae Kelly, a beloved resident of King and Queen County who inspired others through her grace, compassion, and radiant spirit; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Barbara Mae Kelly as an expression of the House of Delegates' respect for her memory.
