Agreed to by the House of Delegates, March 3, 2026
WHEREAS, Justin D. Lynchard, a retired member of the United States Army and an inspirational resident of the Commonwealth who has demonstrated courage and determination in his recovery from a traumatic brain injury, received an honorary promotion to sergeant from the United States House Committee on Armed Services and the United States Secretary of the Army in 2026; and
WHEREAS, while serving the nation as a sniper in the 101st Airborne Division, Justin Lynchard was struck by a vehicle after a pre-deployment exercise in September 2022; and
WHEREAS, Justin Lynchard was resuscitated twice by emergency medical personnel, and he suffered multiple open fractures, a stroke, and a severe traumatic brain injury; and
WHEREAS, Justin Lynchard subsequently spent 17 days in a coma and two months in an intensive care unit, then transferred to the Tampa Polytrauma Rehabilitation Center in Tampa, Florida, for four months of acute rehabilitation and recovery; and
WHEREAS, Justin Lynchard ultimately settled in the Commonwealth to be closer to his family; he recovered the use of his limbs nearly a year after the crash and continues working to recover his cognitive abilities; and
WHEREAS, Justin Lynchard is an inspiration to his community and exemplifies fortitude and perseverance in the face of significant challenges; now, therefore, be it
RESOLVED by the House of Delegates, That Justin D. Lynchard hereby be commended on the occasion of his honorary promotion to sergeant in the United States Army; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Justin D. Lynchard as an expression of the House of Delegates' admiration for his service to the nation.
