Celebrating the life of Cecil Heber Breeden, Jr.
Agreed to by the House of Delegates, March 2, 2026
WHEREAS, Cecil Heber Breeden, Jr., an accomplished barber and businessman, beloved husband, father, grandfather, and great-grandfather, and cherished member of the Orange County community, died on July 28, 2025; and
WHEREAS, Cecil “Sonny” Heber Breeden, Jr., affectionately known by friends and family as “the Mayor of Madison Road,” was the owner and operator of Madison Road Barber Shop in Orange County for 49 years; and
WHEREAS, with his warm and affable nature, Sonny Breeden helped countless customers look their best while creating an inviting space where conversation flowed easily and new friendships and bonds were forged; and
WHEREAS, Sonny Breeden had a lifelong love for horseback riding; despite a serious accident in 1974 that left him with lasting injuries, he remained positive and persevered, ultimately returning to the saddle in his later years; and
WHEREAS, Sonny Breeden enjoyed visiting antique car shows and riding his electric bicycle around town but was happiest of all when spending quality time with his wife, children, grandchildren, and great-grandchildren, who were his pride and joy; and
WHEREAS, Sonny Breeden will be fondly remembered and dearly missed by his loving wife, Joan; his children, Sabrina and Don, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Cecil Heber Breeden, Jr., an icon of the Orange County community whose abundant kindness and generosity touched countless lives; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Cecil Heber Breeden, Jr., as an expression of the House of Delegates' respect for his memory.
