WHEREAS, for more than four decades, Darlene L. Burcham has served communities throughout the Commonwealth with distinction, professionalism, and integrity, providing steady leadership in a variety of local government roles; and
WHEREAS, Darlene Burcham began her career in human services and county administration and progressed to senior executive leadership positions in both small towns and major cities; and
WHEREAS, early in her career, Darlene Burcham served as director of social services for the City of Hampton, then assistant county administrator and acting county administrator for James City County; and
WHEREAS, Darlene Burcham subsequently worked as director of human services, assistant city manager, and deputy city manager for the City of Norfolk; and
WHEREAS, in 2000, Darlene Burcham began serving as city manager of the City of Roanoke, in which capacity she oversaw city operations, budgeting, and regional coordination for 10 years, earning state and national recognition for her leadership and innovation in municipal management; and
WHEREAS, Darlene Burcham next served as the longtime town manager of the Town of Clifton Forge, guiding the community through operational challenges, economic development, and community initiatives, while strengthening regional partnerships in the Alleghany Highlands; and
WHEREAS, over the course of her career, Darlene Burcham also held interim leadership roles in the Town of Pulaski and the City of Franklin, providing stability and experienced guidance during periods of transition; and
WHEREAS, Darlene Burcham has had a positive impact on every locality she served, demonstrating an unwavering commitment to efficient and effective local governance and dedication to good public stewardship; now, therefore, be it
RESOLVED by the House of Delegates, That Darlene L. Burcham hereby be commended for her 40 years of service to local governments throughout the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Darlene L. Burcham as an expression of the House of Delegates' admiration for her legacy of contributions to numerous communities.
